VA Employee Arrested For Illegally Collecting $85K In Disability Benefits

A former Veterans Affairs (VA) employee is facing federal charges after prosecutors say he illegally collected nearly $85,000 in disability benefits while working full-time for the VA in Albany.

Edmond Anadio, a 64-year-old man from Gloversville, was arrested and arraigned in federal court in Albany on August 26, 2025. Prosecutors allege that from 2021 through 2024, Anadio knowingly applied for and received disability payments while earning more than $100,000 annually at his VA job. He retired earlier this year.

The case was announced by Acting U.S. Attorney John A. Sarcone III, along with federal investigators from the Social Security Administration Office of the Inspector General (SSA-OIG) and the VA Office of the Inspector General (VA-OIG).

Authorities say Anadio’s conduct amounts to fraud against the government, a federal crime under 18 U.S.C. § 1001 (false statements) and 18 U.S.C. § 641 (theft of government funds). Conviction could result in up to five years in prison, three years of supervised release, and a $250,000 fine.

Federal vs. New York State Law

Although Anadio is being prosecuted federally, similar behavior also violates New York State law. Under New York Penal Law Article 155 (Larceny), obtaining benefits through false representation may qualify as Grand Larceny in the Second Degree (PL 155.40) if the value exceeds $50,000. This is a Class C felony, punishable by up to 15 years in state prison. If prosecutors showed he intentionally defrauded a public program, Welfare Fraud in the Second Degree (PL 158.20) could also apply, carrying similar penalties.

Because the money involved came from federal disability programs, jurisdiction rests with federal prosecutors rather than New York state courts. However, the overlap illustrates how such conduct could be pursued under either system.

What Happens Next?

Anadio was released following his arraignment but remains under federal supervision as the case proceeds. If convicted, he could face prison time, restitution of $85,000, and both federal and financial penalties. The investigation was led by SSA-OIG and VA-OIG.

U.S. Attorney Sarcone stressed the seriousness of the allegations, stating that Anadio “held a position of public trust and was well compensated, earning over $100,000 annually at the VA. Yet he allegedly took up to $30,000 more each year in disability benefits. We have zero tolerance for anyone abusing public funds while on the taxpayers’ payroll.”
